SB 1328 Senator Fine
Public Employee Collective Bargaining
Sponsored by Senator Randy Fine, SB 1328 seeks to revise the public employee collective bargaining
process. However, the bill was once again not heard in the Senate Governmental Operations
Committee, and its current sponsor is no longer a member of the Florida Senate.
With no movement in committee and uncertainty surrounding its sponsorship, the future of SB 1328
remains unclear.
SB 1682 Senator Grall
First Responders
Sponsored by Senator Grall, SB 1682 expands the definition of first responder to include 911 public
safety telecommunicators.
The bill passed the Senate Regulated Industries Committee with a unanimous 8-0 vote.
However, it is currently stalled in the House with no movement at this time.
The FOP Legislative Team continues to monitor its progress and advocate for its advancement.
SB 86 Senator Burgess
Peer Support for First Responders
Sponsored by Senator Burgess, SB 86 broadens the definition of "first responder" to include
additional support personnel for peer support services.
Key Provisions:
Adds 911 public safety telecommunicators, correctional officers, and correctional
probation officers to the first responder definition.
Includes support personnel involved in crime scene investigations and evidence
collection or processing.
The bill passed the Senate Rules Committee with a unanimous 24-0 vote and is now on the Second
Reading Calendar. Meanwhile, the House companion bill (HB 421) is currently in Senate Messages.
