HB 751 Representative Sapp
Law Enforcement, Correctional, and Correctional Probation Officer Benefits
HB 751 — sponsored by Representative Sapp, has passed its final committee in the House and
is now scheduled on the Special Order Calendar for April 24th.
Representative Sapp, a dedicated and hardworking freshman legislator, has not only
advanced his own bills but has also actively debated and stood up to the FSA and FSCPA in
defense of working line officers. He is quickly becoming a rising star—restoring our faith in the
legislative process.
On the Senate side, Senator Tom Leek has successfully passed the companion bill (SB 1160)
through the Senate Appropriations Committee—special thanks to Chair Hooper. The bill is now
ready for a full vote on the Senate floor.

SB490 Senator Collins
Concealed Carry Licensing Requirements
We’re excited to share that SB 490 — Concealed Carry Licensing Requirements for Law
Enforcement Officers, Correctional Officers, Correctional Probation Officers, and Military Service
Members, sponsored by Senator Collins, has reached its final committee stop.
The bill is scheduled to be heard in the Senate Fiscal Policy Committee on April 22nd.
SB1444 Senator Collins
Public Safety
Senator Collins' omnibus public safety bill (SB 1444) is scheduled to be heard in the Senate
Fiscal Policy Committee.
The bill includes several key provisions: it prohibits the use of motor vehicle kill switches by
anyone other than the driver, eliminates the three-day waiting period for firearm purchases,
and mandates blood testing for inmates if a law enforcement or corrections officer is exposed
to potential health risks.
Notably, language related to the use of artificial intelligence in internal affairs investigations,
as well as provisions from the swatting bill, have been amended out of the legislation.
The House companion bill, HB 1371 — Law Enforcement Officers and Other Personnel, sponsored
by Representative Nix, is on the Special Order Calendar in the House of Representatives for
April 24th.
